Sri V. S. SivalingamChettiar Government Degree College was established in December 1981 to cater to the higher educational needs of the poor and weaker sections of society in and around Sullurpet, a backward area in the district. A renowned philanthropist named Sri V.S. SivalingamChettiar donated enough land and money to start the college, and with the help of SHAR officials and the government of Andhra Pradesh, the college now has high-quality buildings to use for its regular activities.

The college is affiliated with VikramaSimhapuri University, Nellore, and has enjoyed the status provided by Sections 2(f) and 12(B) of the UGC Act since 1993. In the first two cycles of accreditation by the NAAC, the college received a B grade in 2007 and 2015. The college has been selected as one of 56 colleges in the state of Andhra Pradesh for financial assistance under RUSA in the year 2015. During the implementation of the RUSA programmes, the college acquired substantial physical infrastructure, alternative energy sources, and excellent ICT facilities.

The initial offerings were limited to traditional B.A and B.Com courses, with a small student body that grew steadily over time. In 1992, science groups were added. Six undergraduate and two postgraduate programmes are currently offered by the college. For the academic year 2021–22, the college has 650 students enrolled, with 408 boys and 242 girls. By offering the community exceptional, value-based education over the past 41 years, the organisation has earned a reputation among the socially and economically underprivileged segments of society.

The college has a committed faculty and staff, as well as excellent facilities and infrastructure. Spacious classrooms, well-equipped science labs, computer centres, a language lab, three digital classrooms, one virtual classroom, a good central library, a big playground, a gym, a canteen, an RO drinking water facility, unlimited internet access, a 20 KVA on-grid solar system, a 20 KVA generator for 100% backup, CCTV cameras, parking facilities, an NSS unit, the DRC, APSSDC, APITA, APITA, and JKC to provide training and placement, functional MoUs, and an Indira Gandhi National Open University Study Centre (IGNOU) are some of the facilities. Obtained three ISO certifications for conducting environmental activities, implementing energy-saving measures into place, and providing education.
